Flock suggestion: Make Options panel customizable to allow user to choose between horizontal/icon view and vertical view.

Make Options panel customizable to allow user to choose between horizontal/icon view and vertical view.  Currently the Options panel is horizontal like Firefox's Options panel, but a vertical view, like SeaMonkey's Preferences panel allows for greater extension of options.
